Town and Country Planning is a process that aims to promote the development of towns and cities in an economical, scientific, and artistic way. It involves a series of steps, such as the preparation of a plan, its implementation, and enforcement for utilizing the land in a desegregated manner for all purposes like residential, commercial, industrial, transportation and playgrounds, etc. In addition, this contributes to preserving the land, which is environmentally frangible, to achieve sustainable and inclusive growth.

The whole process of town and country planning is done by the Town and Country Planning Organization (TCPO) which was set up in 1962 and headed by the Ministry of Housing & Urban Affairs, Government of India. There are sub-organizations in each state and union territory for better planning and achieving the goals.  

The Roles of Town and Country Planning Organization are as follows:

• The formulation and implementation of national, regional, and local policies and guidelines for the planning and development of urban areas, such as small towns, metropolises, and megacities.
• Studying and evaluating practices that have already been adopted to expand their use and replication.
• Providing in-service training in urban and regional planning & development topics of interest for in-service planners and urban managers.
• Developing urban mapping systems and urban information systems
• Projects, programs, and schemes related to the central sector are provided with assistance and technical advice including implementation and monitoring
• The preparation of regional plans for interstate cooperation
• The preparation of manuals and guides in a wide range of aspects of planning and development

Two more aspects are also covered by the Town and Country Planning Organization which are Master Plans and Zonal Plans while planning the infrastructural development in the country. 

Masterplan

The Master Plan is a dynamic long-term planning document, generally developed for the next 20-25 years, which provides a conceptual layout to guide the future growth of the population and development of an area.

The Preparation of Masterplan is divided into four phases which are as follows:

1. The Pre-application Phase
2. The Masterplan Initiation Phase
3. The Masterplan Preparation Phase
4. The Masterplan Hearing and Adoption Phase 

An analysis and recommendations regarding a particular site's population, economy, housing, transportation, and community facilities are included. Their respective state’s Development Authority prepares the master plan for Each City.

Zonal Plan

Zonal Development Plans are the next-level policy plans after the Master Plan. Zones are to be developed following the actual as well as proposed zones outlined in the Master Plan. 

Zoning Plans refer to a series of documents containing information regarding the provision of social infrastructure, parks, open spaces, roadways, or any other information that is relevant to each zone (division).
